Summary

The Supreme Court of Delaware affirmed the denial of Rosser’s first motion for postconviction relief. Applying the ineffective-assistance standard, the Court held that Rosser failed to show either objectively unreasonable representation or actual prejudice concerning counsel’s handling of missing evidence, joinder and stipulation of the person-prohibited status, or investigation of a possible justification defense.
