The Supreme Court held that Phillips's notice of appeal from the denial of postconviction relief was untimely because it was not received within the applicable period. Although prison personnel are not court-related personnel and ordinarily cannot excuse an untimely filing, the court remanded for the Superior Court to vacate and reissue its order because the prison law library had supplied an inaccurate mailing address.
