Summary

The Supreme Court of Delaware affirmed dismissal of Stephen Winn's mandamus petition. Winn could not show that his former counsel had a nondiscretionary duty to provide trial notes, could not show an arbitrary refusal because counsel no longer possessed them, and could not use mandamus to relitigate an ineffective-assistance issue previously resolved against him.
