Summary
The Court affirmed the Superior Court’s summary dismissal of Laws’s fifth postconviction motion because he conceded that it failed to satisfy the pleading requirements governing successive motions and repeated claims already rejected or procedurally barred. The Court found no legal error or abuse of discretion in applying the procedural bar. Because Laws had persistently filed untimely and repetitive claims, the Court also enjoined him from filing future appeals or extraordinary-writ petitions concerning his convictions unless he complied with specified filing-fee or in forma pauperis requirements.
