Summary

The Supreme Court of Delaware affirmed the denial of Shah's tenth motion for postconviction relief. It held that the motion was subject to summary dismissal under the version of Rule 61 in effect when it was filed because Shah had pleaded guilty rather than been convicted after trial and did not plead a qualifying actual-innocence or retroactive-constitutional-law claim with particularity.
