Summary

The Supreme Court of Delaware affirmed the summary dismissal of Dickson’s first postconviction motion as untimely. Dickson’s allegations concerning an arresting officer’s drug investigation and alleged relationship to the victims did not plead new evidence creating a strong inference of actual innocence sufficient to overcome the time bar. The Court also upheld the denial of his requests for an evidentiary hearing and appointed counsel.
