The Supreme Court of Delaware held that the parties formed a binding workers’ compensation settlement agreement resolving Davis’s work-related back injury and barring a later permanent-impairment claim based on that injury. The Industrial Accident Board’s interpretation of the settlement was supported by substantial evidence, and the Superior Court erred by substituting its own factual findings for those of the Board. The court therefore reversed the Superior Court and reinstated the Board’s dismissal of Davis’s petition.
