Summary

The court affirmed summary judgment for State Farm and the denial of Campbell’s request for declaratory relief. It held that the insured vehicle was not an active accessory in causing Campbell’s injury because the garage door, rather than the vehicle, caused the injury and the door could have been operated without the vehicle. Campbell therefore was not a pedestrian injured by an accident with a motor vehicle and was not entitled to PIP benefits.
