Summary
The court held that the school district misinterpreted Delaware's mentoring regulations by treating the appellant as a new teacher subject to the full three-year mentoring program. Because the regulations required an experienced teacher with an initial license to complete no more than 60 hours of mentoring, the termination decision could not stand on the ground that he failed to complete the full program. The judgment was reversed and the matter remanded for further proceedings.
