Supreme Court of Connecticut

Stamford v. Commission on Human Rights & Opportunities, Office of Public Hearings

February 25, 2025351 Conn. 298

Summary

The court held that an agency referee’s order allowing an employment-discrimination complainant to amend his complaint was not appealable because it was neither a final decision nor an immediately appealable interlocutory ruling. Although the governing statutes permit interlocutory appeals from qualifying agency actions, the employer could obtain an adequate remedy after the administrative proceedings and had no colorable immunity claim. The trial court therefore lacked subject matter jurisdiction and was directed to dismiss the administrative appeal.
