Summary

The court held that the foster parents' permissive intervention in the dispositional phase of the neglect proceeding was authorized and did not implicate subject matter jurisdiction. Because the 2021 guardianship judgment was not jurisdictionally void, the respondent's motion to open it, filed more than four months after notice of judgment, was untimely. The court reversed and directed reinstatement of the foster parents' intervention order and guardianship judgment.
