The court held that PURA acted within its statutory authority when it reduced GenConn's debt rate and recoverable capital in the annual review of GenConn's peaking-generation facility. Because the governing statute incorporates general rate-making principles, PURA could review and adjust previously approved cost recovery to ensure rates were sufficient but no more than sufficient, and substantial evidence supported its decision.
