Summary
The court held that the special act authorizing the defendants to pursue an otherwise untimely claim against the state violated the Connecticut Constitution's public-emoluments provision. Although the legislature identified public purposes such as governmental accountability, the act benefited only the defendants, remedied a procedural default for which the state was not responsible, and provided no comparable relief to similarly situated persons. The court therefore affirmed the judgment upholding summary judgment for the state.
