The court dismissed the appeal because repeal of the school mask mandate eliminated any live controversy and no practical relief remained available. It held that neither the capable-of-repetition exception nor the voluntary-cessation exception preserved jurisdiction, because recurrence of the challenged governmental actions was speculative and the defendants credibly represented that they had repealed the mandate based on changed pandemic conditions. The court therefore did not reach the plaintiffs’ statutory, constitutional, or substantive challenges to the mandate.
