The court held that a zoning commission may condition a special permit on completing the permitted development within a specified period, because that condition falls within its statutory authority and does not violate the rule that permits run with the land. The condition cannot, however, impose a shorter completion period than the applicable statutory period governing an accompanying site plan. Because the statutory period had not expired when the developer sought an extension, the special permit remained valid and the extension was proper.
