Summary
The court held that Hartford's zoning administrator lacked authority to void the plaintiff's special permit application because authority to act on such applications rested with the Planning and Zoning Commission. Because the administrator's action was ultra vires and had no legal effect, the plaintiff was not required to appeal it to the Zoning Board of Appeals, and its challenges to the zoning amendments and map changes were not moot. The court therefore reversed and directed that judgments be rendered sustaining the consolidated appeals.
