Summary

The court held that the Connecticut House of Representatives has exclusive jurisdiction over a contest involving the election of one of its members, including allegations of irregularities in election administration, absent legislation sharing that authority with the courts. It further held that the statutory provision governing contests for municipal offices does not apply to a state representative election, and that the plaintiff failed to plead an intentional federal constitutional violation. Because the trial court lacked subject matter jurisdiction, it also lacked authority to issue a temporary injunction preventing canvassing and declaration of a winner. The judgment was affirmed in part and reversed in part, with dismissal directed in its entirety.
