Summary

The court held that the habeas petition sufficiently alleged a protected liberty interest and therefore invoked the habeas court's subject matter jurisdiction. Applying the stigma-plus test, it concluded that the alleged wrongful classification as a sex offender, combined with compelled treatment or the risk of losing parole eligibility, community release, and good-time credits, alleged a qualitatively different and grievous loss.
