Supreme Court of Connecticut

State v. Edmonds

September 13, 2016

Summary

This concurrence agrees that the defendant was seized when police commanded him to stop and that the seizure was unsupported by reasonable suspicion. It explains that the result does not prevent officers from approaching and questioning people in ordinary circumstances and that the totality of the circumstances made this encounter coercive. It also rejects the view that protecting Fourth Amendment rights in high-crime areas will hinder policing or make those communities less safe.
