Summary

The court held that federal law does not preempt Connecticut regulation of fees for pretowing recovery services performed as part of a nonconsensual towing because those services are included within transportation by a tow truck under the statutory exception. The court also declined to review the trial court's reasoning concerning storage fees because the commissioner challenged only the reasoning, not the resulting order, and therefore was not aggrieved. The judgment was reversed in part and remanded for recalculation of restitution, and affirmed in all other respects.
