Summary
The court held that the federally mandated MCS-90 endorsement applies only when the insured motor carrier is transporting property in interstate commerce at the time of the accident. Because the insured's truck was traveling entirely within Connecticut to retrieve repair parts, and later installation of those parts into tow trucks would begin a distinct journey, the endorsement did not cover the plaintiff's judgment. The court therefore affirmed summary judgment for the insurer.
