Supreme Court of Connecticut

Cales v. Office of Victim Services

December 1, 2015

Summary

The court held that an appeal under General Statutes § 54-211a is a civil action that is commenced by service of a writ of summons and complaint. Because the plaintiffs served those documents within thirty days after the commissioner’s decision was mailed, they timely commenced their appeal and the trial court had subject matter jurisdiction. The judgment dismissing the appeal was therefore reversed and the case was remanded for further proceedings.
