Summary

The court held that an inoperative traffic signal facing one driver and a functioning green signal facing perpendicular traffic displayed conflicting directions and created a dangerous condition under the CGIA. Because that condition resulted from the City's failure to repair the signal, the City waived sovereign immunity and could not obtain dismissal for lack of subject matter jurisdiction. The court reversed the court of appeals and remanded for further proceedings.
