Summary

The court held that the Children's Records Act provision protecting child-abuse reports and the names, addresses, and other identifying information contained in them is unambiguous and must be given its plain meaning. Although names and addresses in such reports are categorically protected, the requested per-facility counts did not disclose or confirm a confidential address because the facilities' addresses were already public, and the records custodian failed to show that the counts constituted another form of identifying information. The court therefore reversed and remanded for disclosure and consideration of attorney fees and costs.
