Summary
The court held that Initiative 16 violates Colorado's constitutional single-subject requirement. Although the initiative's central purpose was to apply animal-cruelty statutes to livestock and its slaughter safe harbor was directly related to that purpose, the provision expanding the definition of sexual acts with animals addressed the care and treatment of all animals and therefore constituted a separate subject.
