The order dismissing the father was not final because the dependency or neglect proceeding continued as to the child and mother, so the court of appeals lacked jurisdiction and properly dismissed the Department's appeal. The court therefore affirmed, while declining to decide whether the dismissal could have been certified under the rule governing judgments as to fewer than all parties.
