Summary
The court held that the Teacher Employment, Compensation, and Dismissal Act of 1990 (TECDA) did not create a contractual relationship between the General Assembly and nonprobationary teachers. It also held that such teachers placed on unpaid leave under Senate Bill 10-191 have no property interest in salary or benefits and therefore suffered no due process violation.
