Summary

The court held that a prohibited campaign contribution requires something of value to be given, directly or indirectly, to a candidate for the purpose of promoting the candidate's election. Although the school district funded and broadly disseminated a report favorable to its reform agenda, the report was not given to any candidate, so the district did not violate the applicable campaign-finance provisions. The court therefore affirmed the court of appeals' judgment reversing the administrative law judge's decision.
