Summary

Justice Boatright, dissenting, would have upheld the Title Board's determination that the initiatives each contained a single subject concerning changes to Colorado's electoral-redistricting process. The dissent reasoned that the provisions concerning the nominating commission, redistricting commission, and both congressional and state legislative districts were implementation details necessarily connected to that overall subject and did not create a clear case of multiple subjects. Justices Coats and Eid joined the dissent.
