Summary
The court held that both proposed redistricting initiatives violated Colorado's single-subject requirement because they combined restructuring the redistricting commission with a fundamental change to the role of the Supreme Court Nominating Commission. It further held that Initiative #132 added a separate subject by transferring congressional-redistricting authority from the General Assembly to a new commission. The court reversed the Title Board and directed it to strike the titles and return the initiatives to their proponents. Justice Boatright, joined by Justices Coats and Eid, dissented, concluding that both initiatives addressed the single subject of changing how electoral districts are redrawn.
