Summary
The court held that whether a school district's order is reasonable for purposes of an insubordination dismissal is an ultimate finding of fact for the school board, not the hearing officer. The board nevertheless must base that finding on the hearing officer's evidentiary findings and consider all the circumstances; because it failed to do so, its dismissal of Ritzert was arbitrary and capricious. The court reversed the court of appeals and remanded with instructions to reinstate Ritzert.
