Summary
The court answered three certified questions concerning compensability under Wage Order No. 16. It held that employer-mandated exit inspections of an employee’s personal vehicle are compensable hours worked; travel between an access gate and employee parking is compensable employer-mandated travel only if the gate was the first required location for an employment-related reason beyond accessing the worksite, but is not hours worked merely because ordinary workplace rules applied; and an unpaid meal period under a qualifying collective bargaining agreement remains compensable if restrictions on leaving prevent feasible personal activities. The court left the application of the latter two standards to the factual record for further proceedings.
