The court held that a school district may not use districtwide student-teacher norming ratios instead of the regulatory comparison-group method to allocate classrooms to charter schools. The district must calculate the ADA/classroom ratio using comparison-group schools and count classrooms provided to noncharter K-12 students, while recognizing that classrooms provided to students are not limited to rooms staffed by assigned teachers.
