Summary

The court held that the City's arbitration of employee grievances challenging mandatory furloughs would not unlawfully delegate the city council's discretionary salary-setting or budgeting authority. It further held that the MOUs required arbitration because the furlough dispute concerned interpretation of wage, workweek, and management-rights provisions, and the MOUs did not unmistakably exempt the dispute from arbitration. The court therefore reversed the Court of Appeal's judgment.
