Summary

The court held that the Fair Sentencing of Minors Act did not apply to Ray because his crime predated the Act and his sentence had been vacated before the Act became effective. The court therefore reversed the sentence of life with parole eligibility and remanded for a sentencing hearing at which Ray could present mitigating evidence and receive a sentence within the discretionary range for a Class Y felony.
