Summary

The court held that the Fair Sentencing of Minors Act did not apply retroactively to Segerstrom because his 1986 offense predated the Act and his original sentence had already been vacated. Segerstrom was therefore entitled to an individualized hearing at which Miller-related evidence could be considered and a sentence imposed within the discretionary range for a Class Y felony. The court reversed and remanded without reaching Segerstrom's remaining constitutional and statutory arguments.
