Justice Womack concurred in part and dissented in part, agreeing with the majority on Wilson’s standing and on mootness as to CAPDD. He would have held the claims against the separate state defendants moot because neither mootness exception applied, and would have upheld the appropriations under article 5, section 29 and the Arkansas Constitution’s prohibition on local or special legislation. Justice Wood, concurring in part and dissenting in part, joined Womack’s mootness analysis and agreed that the acts were not local or special legislation, while differing on the article 5, section 29 analysis and proposed a limited remand concerning any remaining CAPDD funds.
