Summary

The court dismissed the appeal from the denial of Turner’s habeas petition because he was no longer incarcerated in the county where he filed the petition. Although the circuit court may have retained subject-matter jurisdiction, it lacked personal jurisdiction over the custodian and could no longer grant the requested release. The motions for appointment of counsel and a transcript were therefore moot.
