Summary

The court dismissed the appeal from the denial of Jessie Hill's motion for scientific testing because Hill could not prevail. Because his motion was filed more than fifteen years after conviction, he had to rebut the statutory presumption against timeliness, but his conclusory allegations about advanced fingerprint technology did not show that it was substantially more probative than technology available at trial. The extension-of-time motion was therefore moot.
