Summary

The court held that Edwards's petition for judicial review was untimely because it was not file-marked until after the thirty-day deadline and the order permitting him to proceed in forma pauperis was not entered and provided to the clerk before the deadline. Because Edwards failed to establish compliance with the filing-fee-waiver procedure, the circuit court should have granted the Committee's motion to dismiss and summarily dismissed the petition. The court therefore reversed on the Committee's cross-appeal and did not reach Edwards's appellate arguments.
