Summary

The court affirmed the denial of Anderson’s declaratory-judgment motion, holding that the statute in effect when he committed rape required him to serve seventy percent of his sentence before becoming eligible for parole or community-punishment transfer. Because the ADC applied the law in effect on the offense date, the court also rejected Anderson’s ex post facto challenge.
