The court held that Arkansas Hotels and Entertainment, Inc., as an incorporated sponsor of a ballot initiative, had standing to seek mandamus concerning its petition. On the merits, however, the court held that the petition did not facially satisfy both the statewide and fifteen-county signature requirements and therefore did not qualify for the additional thirty-day cure period; the writ was denied. Chief Justice Hannah, joined by Justice Brown, concurred in the result but would have dismissed for lack of standing because the initiative was controlled by a Texas resident.
