Summary

The court affirmed summary judgment for the school officials and district because the Walterses failed to present convincing, developed arguments explaining why federal free-speech and due-process decisions should govern claims under the Arkansas Constitution and the Arkansas Civil Rights Act. The court therefore did not decide whether Payne's suspension violated his speech or due-process rights. Brown, J., dissenting, would have reached the merits of Payne's free-speech claim under the Arkansas Constitution.
