Summary

The Arizona Supreme Court held that local initiatives are constitutionally limited to legislative matters, but concluded that the proposed initiative preserving the existing width and lanes of a specified portion of Lake Powell Boulevard is legislative. The initiative establishes a public policy and provides a means of implementing it, and its narrow geographic scope and effect on an existing city project do not make it administrative. The court vacated the court of appeals' decision, reversed the superior court, and remanded for appropriate relief.
