Summary
The court affirmed the trial court's refusal to disqualify signatures supporting the Voters' Right to Know initiative. It held that a circulator's residence address need not include a unit number, but that a separate affidavit is required for each initiative petition. Although some circulators failed to satisfy that affidavit requirement, disqualification was unconstitutional as applied because the Secretary of State's registration system made compliance impossible.
