Summary

The court held that CSSD's withholding order was ineffective because the foreclosure surplus was not property "due, owing, or belonging" to the child-support obligor after competing liens attached to it. The court further held that CSSD's lien protections apply to judgment lienholders in nonjudicial foreclosures, giving the CSSD lien effective priority over competing judgment liens even when recorded later. The court therefore affirmed the distribution of the surplus first to CSSD and then to Alaska USA.
