Summary

The court affirmed reversal of the Council’s revocation of Maxwell’s police certificate. Although Maxwell was ineligible for the PFDs, the evidence disproportionately supported the conclusion that he misunderstood the governing law rather than acted dishonestly or demonstrated disrespect for the law. The Council therefore lacked substantial evidence to find that Maxwell’s conduct raised substantial doubts about his good moral character.
