Summary
The Alaska Supreme Court reversed the order requiring release of the children's Permanent Fund Dividends to their mother. It held that the governing regulation provides OCS two independent methods to obtain a child's dividend: filing an original application or redirecting an existing application after obtaining legal custody. OCS complied with the regulation because its change-of-address forms, together with the undisputed custody order, established its entitlement to receive and hold the dividends in trust.
