Summary

The court held that a claimant is a successful party for purposes of workers' compensation appellate attorney's fees when the claimant prevails on a significant issue in the appeal. Because the Commission remanded the fee dispute for further findings, which was relief the claimant requested, the Commission erred in denying fees on the ground that she was not successful. The court reversed and remanded for an appropriate award of fully compensatory and reasonable fees for work performed before the Commission.
