The Supreme Court held that a §1983 procedural due‑process claim challenging a state’s post‑conviction DNA‑testing law accrues when the state‑court litigation ends, i.e., when the Texas Court of Criminal Appeals denied rehearing, and therefore Reed’s claim was timely. The Court also affirmed Reed’s standing, applied Ex parte Young, and rejected the Rooker‑Feldman bar.
